Strategic Area Reviews (StARs)

Work was undertaken on two StAR Project Boards in a collaborative partnership between an LSC and the Local Authority which resulted in a radical local restructuring of Post 16 education plus a new strategic role in Adult and Community Learning for the Local Authority.(www.lsc.gov.uk/National/Partners/StARs

Use of Value Added data in improving school performance

The use of value added data to measure student performance and set targets for improvement in key subject areas was developed. This was achieved in partnership with local community colleges.

Strategic Planning

Local Area Agreements (LAAs)

Experience of working with a Government Office, Children and Young Peoples directorate leading the negotiations with four local authorities who were developing their Local Area Agreements (www.everychildmatters.gov.uk/strategy/laas/). Work included the identification of local priorities, approval of Local Public Service Agreements and agreement for Enabling Measures.

Development of the strategic role for the provision of Adult and Community Learning (ACL)

Worked with a local Learning and Skills Council (LSC), FE colleges and local community colleges to establish a consortium that delivered ACL across the rural part of the local authority.

Neighbourhood Renewal Strategy

Membership of many partnership groups including those with county, district and borough councils, Primary Care Trusts, the Local Police Authority and voluntary organisations. The work of these partnership groups included the identification, development and implementation of strategies focussing on the education elements of a local Community Strategy, a Neighbourhood Renewal Strategy and a Neighbourhood Management Pathfinder Strategy.

Development of Community Learning Centres

Set up and developed three Community Learning Centres from existing Teachers' Professional Centres. They were revamped to provide high quality training venues and included the successful implementation of a large UKOnline Centre to provide basic ICT provision for disadvantaged groups within a Neighbourhood Renewal area.

Project Management

Establishment of a Specialist Sports College

Successfully obtained specialist status in spite of there being two other Sports Colleges in the local authority. Funds of £100,000 were raised in only six months with the support of the local community.

Worked with ten community colleges, two FE colleges and a Local Learning and Skills Council (LSC) to set up a consortium and an Adult Learning Strategic partnership to deliver Adult and Community Learning (ACL) across a local authority.

Development and re-branding of 3 Teachers Professional Centres as Community Learning Centres (CLCs)

Developed and re-branded three Teachers' Professional Centres as Community Learning Centres (CLCs) Successfully established a UKonline Centre in one of the 20% most deprived areas in the country.

  • Obtained funding of £700,000+ from several sources including European budgets.
  • Provided access to high quality Information Technology suites with over 6000 users attending courses in a three year period.
  • Provided a mobile facility that linked to 14 sites around the area including supermarkets and other community facilities.

Education

Trail blazer Full Service School in Neighbourhood Management Pathfinder

Worked with local schools, Excellence Cluster, Neighbourhood Management Pathfinder, PCT and Local Authority to establish a successful Full Service School in an area of significant deprivation. Successful interventions developed include:

  • Changing the working practices of social workers, education welfare officers and school nurses.
  • A commitment from schools and public service agencies including health, police and education to work together to achieve joint objectives.
  • Intervention programmes including Restorative Justice and focussed youth development activities.
  • Establishment of a Childrens' Centre.

Training

Implementation of ICT in geography

An ICT training pack was developed in conjunction with the Geography Association. A programme of training was then devised and delivered to all secondary school geography teachers in a local authority.

Development of CPD strategy in a local authority education department

Following an analysis of all training provided by a local authority education department a Continuing Professional Development programme was developed. A comprehensive electronic brochure of training was made available to all schools and teams within the LEA
